The hill between central Pattaya and Jomtien gives you the entire arc of the bay in one frame, with the Pattaya City sign below the summit and the marina and coastline beyond. Sunset is the obvious moment and the crowd reflects that; early morning is nearly empty and just as good in different light. There is a café at the top, which fills before sunset, so book or arrive early if you want a seat. Parking is the weak point and gets difficult at peak times. Reachable on foot from Bali Hai if you do not mind the climb, though the route is poorly signposted.
